Looks to me like a "blast furnace high line",
the open tracks for dumping hoppers and the skip haul to the furnace top on the extreme left are a clue.

In which case all normal rules do not apply and this is true industrial railroading.

I think this is maybe at the US Steel Edgar Allen plant,
which figures in the latest Railroad and Railfan article on the Union Railroad near Pittsburgh PA.
The bridge looks like that on pages 62 and 64.
