I had my reasons for choosing 1:25. 
Firstly as I'm going to make everything myself I could use any scale.
Figures and road vehicles I'll probably cheat and use 1:24 ones as near enough.

I wanted a scale that was bigger than On30 or even 1:35 so I could fit RC gear and batteries in easily.
The next common scale used for NG is 16mm scale.
But it's big for indoors and more expensive to 3D print as it's 2.3 times the volume of 12mm scale.

I could have gone for 1/2 inch scale (1:24) but I work in metric.
There is also the practical consideration that I can buy the axles 32mm long ready cut.
Which will work for 24mm gauge but not for the 1 inch gauge needed for 1/2 inch scale.
