I gave up on the base and started a new one. I made the road area a little higher and sort of a hill so the bridge wont be as close to the water. The tugboat are in the same position but staggered a little more. I made the base 1" bigger all the way around so I have a little more room to work in. Everything is put together and I have some plaster on it filling gaps in the foam and smoothing things over. Now I can start the road and then paint the water. I'm going to use the gravel and joint compound idea for the road. I like that idea. I might try a test of mixing black paint, tallas and plaster and rolling it out with a beer bottle. I should have some pictures in a day or 2.
