 The paint is Distress Crackle Paint from Ranger Ink. I found it in one of the scrapbook stores my wife goes to. It is a one coat application. No need to add anything over it. The stuff is real thick and you would think it would just ruin any detail. The heavier coat you put on the more crackle you get. Go to Rangeink.com.
