Why not just use a TCS WOW decoder.   Excellent sound and the chuff rate is adjustable to fit any loco.   No need for a cam.

I watched a video a few days back about how to tune the WOW chuff rate to your loco by watching the drive wheel quartering and adjust the chuff as it ran (on riser blocks).   One chuff for each quarter turn of the driver.   I just can't find the video right now but it worked perfectly.
