Excellent book, but perhaps a little more advanced than a beginner needs for a first layout.
My suggestion for you is to buy some 0n30 --an engine, and some care, and track. Lay the track in whatever configuration your available space will allow--and get something running.
This will tell you a lot more than talking about the differences between 1/64 and 1/48. The equipment is readily available, and saleable if you decide that something larger suits you better.
This comes from someone who has built (not finished) so many layouts in 67 years, that I can't count them. Major scale change along the way also.
