I think that whoever designed the streamlining,
didn't understand aerodynamics.

As for the ugliness? 
I think that loco can be topped. 

Sure, the streamliner looks like a chop job,
but what about this:

A 2-2-2 steam locomotive from Belgium.

Looks like a tank locomotive with the tanks stripped off,
and coal bunkers on the pilot deck,
plus a cab with an enclosed back and an open front.
