I'm glad you now have a path forward and have picked a scale that you are happy with, and one that can give you satisfaction into the future. 

I'm not sure if you know about this outfit  They might have some scenery stuff that you can use.  I don't know how they compare range and price wise from what you have available on the west coast. 

They used to carry a range of figures for 1:24 model cars that appear to be no longer in their catalogue. I got a several forklift driver figures from them some years ago. This seated resin figure "Earl" had several poseable arns and some different heads that would probably have made him useful for a driver for a small locomotive.
