I can only speak for the tramway I volunteer on. That diagonal is actually a roughly 3/4 to 1" pole, and not a wire, tether. The pole is drilled through the upright pole and bolted on the ends. The reverse is also true and it is bolted to the arm to ensure (mostly) that the wire is at the right height for the panto in this case or a trolley pole.
Most panto's put upward pressure of about 90kgs and trolley poles a little less (around 75-85kgs) on the wire. So there is definitely some rise on the wire as they pass but the weight of copper wire even at 12mm (1/2 inch) is very heavy.
We've had some kids when they help move over the trolley poles at the end of the run go up in the air (and these kids are in the 6-70kg range. The little ones we always hang onto for that reason.
Hope that is of interest to some. BTW - I volunteer at the Ballarat Tramway Museum ( http://www.btm.org.au ) where most of our lovely ladies are over 100 years old now. There's some youngsters there too, with a couple in their 80s. So I speak of contemporary issues in regards to these locomotives and overhead.
