I presume, perhaps a trifle rashly, that you mean peaceful US citizens trying to construct a dam in the interest of agricultural irrigation ?.
The barges & cars were INTENDED to sink, as part of the dam ?.  Now I understand.

What Union did these dam building gringos belong to ?

Would be interesting to have more details on that. I suspect they knew things from their everyday life wood and timber experience which are forgotten to us 21st century folks.
