They had actually ( Pictures are in the net ) converted old steam engines to diesel rail tractors. This one might be one of those conversions.

I seem to recall seeing a photo of that locomotive in the Gazette once, a long time ago.

Those Cuban railways are a weathering fanatics dream! Everything is so rusty, grimy, and beat-up.
