Sunday afternoon at our model RR club I had the impulse to pull out a binder of 1940s and 1950s Model Railroader magazines.
November 1949 issue editorial on page 17, by John Page, "Sound - A New Challenge"
Used my camera to take a 'spy shot' of the page, and the last paragraph.
"Good railroad sound effects would be a fascinating auxiliary to any pike. If they are possible at moderate cost, the time may come when a "silent" pike will be as outdated and "flat" as the silent movie today. But if sound is worth having at all, it's worth doing right, and that's going to take suitable recordings and more "know-how" on the subject than we have at present.
Who has more ideas to keep the ball rolling?"
Interesting, was being plotted over six decades back.

Here's another area of noise that needs considering...inside boxcars!
Basically what we have is a drum, or set of drums, rolling around the layout. I ran a train the other day with various types of cars (box, tank, flat, etc) and noticed as the boxcars went by the sound seemed to increase 
What I intend to do is place some foam rubber blocks inside the boxcars and take readings to see if the noise decreases.

This post is over a year old but could use some new ideas. I found that lining a plastic car body with various amounts of Dynamat worked well to reduce the noise. Decoupling the wheels from the car body (mount the trucks with screws isolated with o-rings and rubber tubing) may also have some effect.

Bob,I had completely forgotten about this 
You think a single sheet of dyna mat (how thick is it?) laid on a Boxcar floor would work?
I'm planning a complete redo of my layout, going real 2-rail, code 148, and I'll be using the 3/8" thick anti-fatigue mating (I found a number of rolls at Lowes). I'm not sure that I'll use ballast, it definitely makes things louder.
Battery power also cuts down on the noise level (mainly because I use no sound system), but the more cars I add behind a locomotive the louder it gets.
When/if I get going on my new layout I'll keep this topic in mind and try to provide updates.

Dynamat adds a layer of aluminum sheet to their products now, great for cars but maybe not for model trains. I bought a 3M product that appears similar but without the aluminum. It is really thick (1.8 mm), heavy, and sticky!

I was once at a hobby shop and they had some HO scale refers with sound in each of them to sound like the motors running the refrigeration. I wondered how loud a whole train of those would sound on a layout.
I must admit that after a while, I get a little tired of the air pump sounds on my ten-wheelers and sometimes will turn the sound off for a little while, when I'm alone in that room...

Bob,That Amazon link also has a 1-1/2" wide, 30' roll of Dynamat tape listed for around $11, but I couldn't tell what kind of backing it had.
