That is truly incredible! Two questions: How come the counterweights are not "in sync". and How fast does it go? I don't think it was made for a switcher or a point to point railroad. But yes...it is fun to watch.

Not at all. The late Mr W. Heath Robinson was a hugely under valued pioneer of steam loco design. His combination steam:sail loco design was probably THE missed opportunity of the C20th.
