required to alleviate track stresses and ballast displacement on heavy-haul lines?

Here in Melbourne a busy railway station (Richmond),
has had the ten tracks re-laid with recycled plastics made into sleepers.
A tourist 2 foot gauge railway has also been fitted with plastic sleepers,
and a number of miniature 5 inch and 7 1/4 gauge railways in Australia,
have been using plastic sleepers (ties) for many years, with good results.
So plastic sleepers and rubber coated ballast,
maybe a great solution to waste problems.
Maybe the times are changing.
