The Estonian loco was peat-fired.

All the tenders of those had high stacking provisions.
When it tips over, the peat is still too wet to be used!

The Loco shown in tebee's post is an inspection engine IMHO.
You can see at least one longitudinal bench in the cab.

As there's only one driven axle,
makes my assumption even more feasible.
